Abstract

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

Purpose

The deposition of particles onto a substrate during the cold spraying (CS) process relies on severe plastic deformation, so there are various micro-defects induced by insufficient deformation and severe crushing. To solve the problems, many post-treat techniques have been used to improving the quality by eliminating the micro-defects. This paper aims to help scholars and engineers in this field a better and systematic understand of CS technology by summarizing the post-treatment technologies that have been investigated recently years.

Design/methodology/approach

This review summarizes the types of micro-defects and introduces the effect of micro-defects on the properties of CS coating/additive manufactured, illustrates the post-treatment technologies and its effect on the microstructure and performances, and finally outlooks the future development trends of post-treatments for CS.

Findings

There are significant discoveries in post-treatment technology to change the performance of cold spray deposits. There are also many limitations for post-treatment methods, including improved performance and limitations of use. Thus, there is still a strong requirement for further improvement. Hybrid post-treatment may be a more ideal method, as it can eliminate more defects than a single method. The proposed ultrasonic impact treatment could be an alternative method, as it can densify and flatten the CS deposits.

Originality/value

It is the first time to reveal the influence factors on the performances of CS deposits from the perspective of microdefects, and proposed corresponding well targeted post-treatment methods, which is more instructive for improving the performances of CS deposits.

Abstract

Purpose

The purpose of this paper is to systematically review and assess the current status of research on supply chain sustainability from a network structural perspective and provide an organising framework for future scholarship in this area.

Design/methodology/approach

By adopting an evidence-based approach, this study conducts a systematic review of 73 articles from 18 peer-reviewed journals published between 2000 and 2020.

Findings

Adopting a social network analysis approach, the review identifies specific node-level (i.e. degree centrality, closeness centrality and betweenness centrality) and network-level (i.e. network density, network sub-groups and network diversity) structural properties that play a role in supply chain sustainability. The results reveal that structural properties determine the extent of perception of sustainability risks, the diffusion of sustainability targets, introduction of sustainable innovations, development of sustainability capabilities, adoption of sustainability initiatives and the monitoring of sustainability performance throughout the supply chain.

Originality/value

By distinguishing between supply network and sustainable supply network types, this study extends the existing understandings of the role of network connectivity patterns in supply chain sustainability through synthesising and evaluating the extant literature. This study further clarifies the role of these network structural properties in supply chain sustainability by describing their impact on a set of sustainable supply chain management practices through which firms achieve sustainability goals across their supply chains.

Abstract

Grounded in Media System Dependency theory, this work investigates the impact of new media on political efficacy. It suggests that dependence on online resources affects people’s perceptions about the democratic potential of the Internet. Using structural equation modeling, the study tests the relationship between political attitudes and the perceived utility of the Web. The analysis employs measures that take into consideration the facilitating role of communication technologies. Results indicate that online political efficacy is associated with individual views about the comprehensiveness and credibility of new media. Efficacy is also linked to the perceived ability of online tools to aid the maintenance of ideologically homogenous social networks. The intensity of Internet dependency relations is found to be predicted by the perceived comprehensiveness – but not credibility – of online news.

Abstract

Scandal is the disruptive publicity of alleged misconduct and it is important for organizations because of its severe consequences. Distinguishing between single-actor scandals, i.e., scandals that result from publicity of misconduct by a single actor, and multiple-actor scandals, i.e., scandals that result from publicity of misconduct of a similar type by multiple actors, we develop a framework for studying scandal dynamics that draws a distinction between how scandals start (single-actor or multiple-actor) and how they end (single-actor or multiple-actor). We focus specifically on spillover scandals (from single to multiple actors) and scapegoating scandals (from multiple to single actors) and identify several mechanisms that affect the likelihood of these two important types of scandals. We conclude by developing a research agenda that builds upon the central contribution of our framework: the distinction between single- and multiple-organization scandals and the transitions that result in spillovers and scapegoating.

Abstract

This study investigated four different economic level areas of China (Shanghai, Shandong, Shaanxi, and Guizhou) to analyze the eastern and western urban and rural media service status at different development stages. This set of data comes from the comparison of regional urban and rural areas and indicates the various aspects of differences in the survey area, including the media use habits, media resources, media consumer demand, evaluation of media services, the role of media in public life, public knowledge level, and so on. On analyzing data comprehensively, one thing can be found that there is a positive correlation between the public media contact degree and the public knowledge level. The media plays an extremely important role in public life and regional public knowledge gap between urban and rural areas exists. Furthermore, this gap is positively correlated to the media resources and media exposure. The trend of media using on mobile phone and computer in urban areas increases significantly greater than in rural areas. Then, how to narrow the urban–rural and regional public knowledge gap and reduce the negative impact of the digital divide will be an important urgent task.

Abstract

Purpose

This paper aims to construct a sixth-order weighted essentially nonoscillatory scheme for simulating the nonlinear degenerate parabolic equations in a finite difference framework.

Design/methodology/approach

To design this scheme, we approximate the second derivative in these equations in a different way, which of course is still in a conservative form. In this way, unlike the common practice of reconstruction, the approximation of the derivatives of odd order is needed to develop the numerical flux.

Findings

The results obtained by the new scheme produce less error compared to the results of other schemes in the literature that are recently developed for the nonlinear degenerate parabolic equations while requiring less computational times.

Originality/value

This research develops a new weighted essentially nonoscillatory scheme for solving the nonlinear degenerate parabolic equations in multidimensional space. Besides, any selection of the constants (sum equals one is the only requirement for them), named the linear weights, will obtain the desired accuracy.

Abstract

Purpose

This paper aims to conduct a comprehensive analysis to evaluate the current situation of journals, examine the factors that influence their development, and establish an evaluation index system and model. The objective is to enhance the theory and methodologies used for journal evaluation and provide guidance for their positive development.

Design/methodology/approach

This study uses empirical data from economics journals to analyse their evaluation dimensions, methods, index system and evaluation framework. This study then assigns weights to journal data using single and combined evaluations in three dimensions: influence, communication and novelty. It calculates several evaluation metrics, including the explanation rate, information entropy value, difference coefficient and novelty degree. Finally, this study applies the concept of fuzzy mathematics to measure the final results.

Findings

The use of affiliation degree and fuzzy Borda number can synthesize ranking and score differences among evaluation methods. It combines internal objective information and improves model accuracy. The novelty of journal topics positively correlates with both the journal impact factor and social media mentions. In addition, journal communication power indicators compensate for the shortcomings of traditional citation analysis. Finally, the three-dimensional representative evaluation index serves as a reminder to academic journals to avoid the vortex of the Matthew effect.

Originality/value

This paper proposes a journal evaluation model comprising academic influence, communication power and novelty dimensions. It uses fuzzy Borda evaluation to address issues related to the weighing of single evaluation methods. This study also analyses the relationship of the three dimensions and offers insights for journal development in the new media era.

Abstract

We investigate whether municipal financial manager turnover is associated with accounting restatements. This analysis is motivated by the notion that suspect financial reporting could limit the ability of stakeholders to assess the use of public resources (GASB, 2006). The evidence suggests that municipalities disclosing accounting restatements are more likely to see changes in the top financial manager position than a control sample of non-restatement municipalities. Overall, our findings are consistent with associations between financial reporting quality and the labor market for municipal financial managers, and imply that governments should consider adding the prevalence of accounting failures as an input in the evaluation of top financial managers.
